The Morton Middle School project was delayed by the discovery of wetlands on land adjacent to the project site. Before work on Morton could begin, the city of Vandalia needed to work through permitting issues with state and national agencies. To ensure the wetlands are protected, three retention ponds, like the one pictured here, are being constructed.
